[pp.int.general] Swarm management

I think LennStar and I are pretty synced with what I intended. I
appreciate the inspiration that grew out of my request, but it's
moving wayyyy further than I had initially wanted. I do agree that we
could organise much better on an international level, but what I'm
specifically looking for is of a much smaller scale.

I'm struggling with issues such as 'what to do with the sudden influx
of volunteers during the campaign' and 'how to register volunteers in
a way that keeps their data safe and doesn't violate their privacy'.
Much more of a practical approach then a technological or ideological
one. I'm finding it difficult to keep up and provide the scaffolding
on which the swarm can connect and grow, on a national level. I am
going to have to address that before I can even start thinking of
connecting swarms across borders.

Sorry to burst any bubbles here, I'm not trying to shoot initiatives
down. In fact, I hope the broader initiatives voiced here take flight
as well, so that they're in place for when people such as myself are
ready to join in.

I agree with the suggestion to just start somewhere to get whoever's
interested on the same page and I suggest that we meet after the
foundation of the PP-EU, when things start to settle down a bit.
