I find an even simpler reason for my reasoning.
public as in public servant = public all the time they are on the public's dimeprivate as in private citizen = privatepublic as in someone making money by being public is public

You can be sure that the NSA at least has the metadata for them as well as probably the text as well.
When the Podesta emails came out we responded with this:

Because it seemed like a teachable moment. It also serves to remind us all how insecure our emails are and how insecure our means of communicating are.
While I don't fault Wikileaks for revealing them, I do recognize that any Pirate who gets elected could be on the receiving end of such treatment. 
I suggest that our policy should be to push transparency and encryption.  Make as much of our government related communications public as we can and save encryption for the truly personal messages.
