only country in Europe with is not a member of the Council of Europe, and
therefore not a signatory state to the ECHR. The logic is compelling: the

once came into the office of the (then) president of the European Court for
Human Rights in Strasburg and seriously threatened him ... BUT they are still
memebrs of the COE. As are the Turks - who cause a lot of work, because Turkey
is not the strongest supporter of human rightrs in the world
