Yes, the 500.000 signatures must also be distributed by at least 1/3 of the states (just like the founders). I'm not sure if the Federal District is included in this states count. If it does, the number of states goes up to 27, and a third of that goes up to 9. Supposedly that`s meant to stop the creation of regionalist parties (the law here says all parties must have a "national characteristic").<br>
<br>The trick is that for a state to be considered in this 1/3 count, the amount of signatures form that state must be 0,1% of its voters.<br><br>Summarizing: we must have enough signatures to cover 0,5% of the number of national voters from last election (voting is obligatory in Brazil, that`s why it`s a lot of people), *and* cover 0,1% of the voters form at least 1/3 of the states.<br>

We have a ideia to request TSE (Superior Electoral Court) formally to consider electonic signatures too for all new parties including Pirate Party (Partido Pirata). Other parties request this for also its registration, but TSE reject this. 500 thousand signatures in 8 states is a great number to reach in a physically large country like Brazil. <br>
<br>The media ridicule formation of new parties becouse Brazil have now 27 registered parties and about 5 parties have political power to influence the direction of government. But this is a biased view of politics. Is possible that TSE share this biased view too.<div>

I'm about to start on another of my 'projects' which will take a while,<br>

I would like to know your countries requirements for qualifying as a<br>
political party. I would also like to know the personal experiences of<br>
those that have tried to set up parties and the level of interaction.<br>
Were the bodies helpful, did they needlessly quibble on the most minor<br>
points, were they unhelpful in general? Basically how hard did the<br>
groups responsible work to facilitate democracy by enabling the<br>
establishment of political parties.<br>

and that's part of the motivation for this. However, I would like to<br>
have all the information together. So, even if you've talked to me about<br>
