UK's Labour government is desperate to win endorsements from Big Media in the run-up to next year's election. A simple way to do that is to make it sound like they would be tough on the issues that Big Media cares about. If they win the election, they can always sort out the details afterwards, including making compromises to keep voters and ISPs happy. If they lose the election, this won't matter to them anyway.
