I think that is, if anything, a reason for using this method. Remember
that the Board positions are not party-based. Each Board member is
there to act for PPI, not for their individual party (after all, one of
the new board members isn't a member of a member party of PPI). There
were no "parties" standing in the election, just individuals, so that
first part either doesn't apply or, if anything, helps split up any
party blocks from voting together.
As mentioned elsewhere, this method isn't in the statutes, that leaves
things like voting procedures up to the discretion of the Assembly. As
such this method was proposed (by someone other than me) and accepted
by the delegates. Yes, it may be a little confusing, but if there was
one "perfect" voting system that was simple, balanced, fair etc.,
everyone across the world would be using it for everything. From what I
understand, STV is regarded by many to be the most sensible and fair
way of voting when you are selecting one or more options out of a long
list, as in these cases.
P.S. Also, in terms of getting things up on Wikipedia, I understand
that Wikipedia doesn't really like things being there unless they have
a reference somewhere, so perhaps if the Board (or someone else) could
publish a brief summary of the conference on the PPI website, along
with the list of countries/parties who are now members, we can then
change the wiki page.
