if it's been "read" twice, have stakeholders been able to have a say,<br>
and if so is it possible to look up what they've been saying?<br>

there are some similar propositions in the EU Stockholm programme from<br>
last year, although i seem to recall the Commission wanted to be able to<br>
block entire IP blocks.<br>

It means it's been 'read out' twice into the congressional record.<br>
Usually it's not actually physically read out, but motioned to skip and<br>
accept as read.<br>
<br>
It's the first step, where it's officially noted, and then moved to<br>
committee. When (if) it comes out of committee, it will then go to a<br>
senate vote, then it'll go to the house and do the same thing over there.<br>
<br>
At no point is there any stakeholder consultations. That would be too<br>
much like a democracy.<br>
