i don't know what this means: <span style="font-size: small;">"The
bill was read twice and referred to the Committee on the Judiciary
last Monday; </span>"<br>

if it's been "read" twice, have stakeholders been able to have a
say, and if so is it possible to look up what they've been saying?<br>
<br>
there are some similar propositions in the EU Stockholm programme
from last year, although i seem to recall the Commission wanted to
be able to block entire IP blocks.<br>
