well, no. the idea with a flat rate is a very low fee that makes you
not have to pay anything at all for all culture you could possibly
want to have access to.<br>

prosecution will not invalid. And when it comes to taxes we speak about
PUBLIC resorces, used to build schools and hospitals, for example. So
use public resources to support culture, not use public resources to
support private industries, and obsolete industries. You can use these
public resorces to promote cultural events and promotion of artists, for
example. Which government create a tax only for support a segment of
private industry? <br>
