I think ALL people is a creator, so we need to support ALL people, or not? So, how to distribute this flat rate from "blank tape" consumers to all people? Government support arts from ordinary taxes in your country? In my country, for example, government uses about 0,5% of all taxes to support culture, as well arts. Is necessary a new flat rate? That's the point.<br>
