It's merely just a heads up to each party that says "this is what we're up to." Probably the press officer would take responsibility (or the party could just delegate one person to do the write up for that fortnight). Are Pirate Parties worldwide that childish as to have big disagreements over what is essentially an internal bulletin? All parties can volunteer: it's not like anything is gained from doing it except extra work. The individual parties would be responsible for deciding who did the writing or compiling (or even individuals could just say "yeah, I'll do it."
