These governments want to decrease the EU total expenditure, and
one of their plans for achieving this decrease is by making budget
adjustments such as the below ones (or so i would imagine). The
alternative would be to reduce the CAP or the structural funds,
and I find it unlikely this is a plan since all three countries
are benefitting directly from those financial instruments.<br>

In general, a budget decrease may not be undesirable, but it would
be most unsatisfying if it came at the expense of a
well-functioning research budget rather than at the expense of
unnecessary agricultural subsidies.<br>
