</div>I think it is taken into account in the new rules of procedure of the<br>
PPI, that were "beta tested" in PP-EU meetings. Adopting these rules of<br>
procedure would therefore fix this.<br>

</div>There is one important point : the voters (Ordinary Members) are not<br>
persons but organisations, and most of them have to be transparent to<br>
their members on how they vote in their name.<br>

Therefore the vote shall not be secret and, instead, public, as it is<br>
not a matter of privacy for a citizen, but a matter of transparency for<br>
a public institution (each Pirate Party).<br>

this. Most of the Pirate Parties support pseudonimity anyway.<br>

</div>We should replace the word "country" by "sovereign state", adopt the<br>
Catalonia amendment that extends the federation point of the statutes to<br>
a confederation system, and then ask the Spanish Pirate Parties to agree<br>
on how they want to unite in front of the international pirate community.<br>
