The confusion is about A treaty versus THE treaty.
THE treaty suffers from a severe democratic deficit.
But people in NL tended to object against ANY treaty, certainly as long as 
it was named "constitution".
Beware that some of the people objecting agains ANY treaty are anti-European 
nationalists. You know, far right wing people foster nationalism. It is a 
frightening perspective in Dutch policitics. Personally, I am fundamentally 
pro-European. I could even consider a EU with Ukraine (it is the largest 
nation state entirely within the geography of Europe - even slightly larger 
than France).
