It is very simple. The consultation assumes as a given that the levies are 
reasonable, and pursues how levies can be levied. Copyright critics question 
the very assumption. In sum, "bias" is correct, but a weak expression of 
reality: they start from the FALSE assumption.
Actually the "web 2.0" argument is extremely strong: it is not a minority, 
the MAJORITY of people put their creative output on the internet for fun, 
commerce, information, "culture", but not to get some money for it!
