You already know that the system you describe is perfectly compatible with electronic voting; the problem with electronic voting is that -as Felix said-, in the short&middle term, there are no existing voting machines in prospect.

Apart from the fact that the 3 hours things is not exact, because as you say after 3 hours there is a huge remainder of votes still uncounted ...
... namely, tons of saved paper? Regards
