I am using the wiki over ssl on a regular basis. If you have problems to

I don't know of any number of required candidates but our list contains 10 
candidates which is enough in Germany.

I don't know how it works in other countries since the laws seem to be 
completely different in every single country of the EU so unfortunately, no.
