QoS, traffic shaping, firewalling, etc. They have been used since the
beginning.

You are right, though: technical measures can also be abused.
"no-net-neutrality" measures can be "camouflaged" as QoS.

But QoS is not inherently "evil": network neutrality is about censorship,
QoS isn't.
