[pp.int.general] PPI

Sounds like a great idea from Andrew. Yey!
As the situation right now is so loose even regarding the actual number of
parties included in PPI, I suggest the following procedure:
- If no national party objects within a week from now Andrew is the PPI
coordinator (or choose your title) for now.
- If and when Andrew sees a need for a some form of delegated authority he
gets back to the national parties (this list is a good way to do so).
