That is true, (European MPs even praised the Internet as a right to
everyone), but the French government didn't care and the law was
discussed in France no matter what the EU had to say about it.

(Which is quite cynical, since when the EU takes any anti-freedom
measures, our government goes "oh, we have to apply it here, we can't
ignore it".)
