We have had a filter in place for some time now, in Denmark.
The list has been leaked, and can be found at

It is maintained by a division of the danish police force, along with
the charity "Save the Children" (Red Barnet). In addition to those sites
listed, Danish ISP's have also been asked (a few were made, court
orders; the rest just comply because they want to play nice) to censor
other sites, most notably AllOfMP3.com and ThePirateBay.org, which leads
one to speculate what other sort of censorship this filter might
eventually lead to.
The criticism is the same as always; Why waste time compiling a list of
offending parties if you aren't gonna press charges and remove the
content from wherever it is it is hosted?
This stuff is already illegal. There is no need pass legislation to
outlaw an illegal thing, just press charges, or alternatively, contact
the authorities in the country of origin and help them press charges.
It hasn't lead to any kind of major backlash however, probably because
the Pirate Party isn't all that noticeable here in Denmark, and because
the Danish populace is all too happy to forfeit power to the government
and it's institutions.
With regards to your question of whether it is just a pretext to block
Pornography, I would imagine a lot of sites fall in the trap of having a
bit of content of dubious character, and thus get removed altogether.
How the hell do you make sure some random naked guy/girl is above 18
years of age? Have them flash their drivers license alongside their junk?
It's a bit of a farce, really, and it is sad to see an otherwise decent
charity fall into the trap of Zealotry and start burning whatever
appears to be a witch at a glance.
