The patent issue is important, but technology transfer is much more than 
just patents! It is part of the broader concept of "capacity building" 
(which includes appointing and educating local experts). In Utrecht we now 
have a patent law professor specialised in technology transfer. Which is 
nonsense, for the above reason.
