[pp.int.general] Subscribing the German E-Petition against Internet-Censorship

It seems like this is another law that we should all get into. However,
I feel that by signing it, I can't cause any action, nor create action,
since I'm in the US. You have my condolences and goodwill on you side,
which I hope is enough.
