We want to grant authors a lot of limited rights on* for profit* use of
their works in order to achieve a balance between both public interests (A)
and (B). We don't need any special plan to achieve (B), more and more new
excellent works are created every day. That authors shouldn't have rights on
non profit use of their works is already in practise, we just want
thisunstoppable
practise to be recognised by law. Of course we also want more things.

It would be hypocritical of any artist to say that they have not base their
works on past works. For example, music is all the time evolving, and
without blues we wouldn't have rock, without rock we wouldn't have the
beatles, without the beatles pop could have been a very different thing and
without pop indie artists could have been native american musicians that
come from the navajo indian reservations.
