They just signed (executive) and ratified (national parliaments) the
Lisbon treaty! Also they decided to delegate some of their powers to
the EU. And with the new treaty they can decide to leave the EU even

"Superstate" is not a very precise term, and it would be suprastate if
you say it's above. First of all the EU is not a state as I said. It's
getting closer, but it's still a good step away from becoming one.
It's above/super/supra the member stats in the way those national,
supreme states accepted it to be. The EU is not Godzilla who came out
of the ocean, it was build, but the member states, with their consent!

Democratically legitimized is difficult to assess. When are you
democratically legitimized? If your elected? All the members of the
Council, the Commission or the Parliament are elected!
