The council is not, the members are coming from the governments (head  
of state, prime minister, ministers) and not necessarily elected, even  
indirectly.

For example if the president in France is directly elected, the PM and  
the ministers (roll made by the PM in theory) are named by the  
president, supposedly coming from the majority of the National  
assembly (but not necessarily deputies), it is in no way an  
obligation. Sure the french government is supposed to have a majority,  
and the Confidence of the Deputies (a formal majority vote) but  
nothing prevents it from being a minority save it'll be hard for it to  
pass laws (Parliament is not free of his agenda even with the last  
rework of the constitution).

The commission is designed by the Council, voted by the Parliament.  
And with the telecom package, you have an idea of how respectful are  
the Council or the Commission of the strong opinions of the only full  
elected persons in this system…
