Here in town we used to have a traffic light for a pedestrian crossing. They 
had to remov the trafic lights, because the vehicles stopping, waiting and 
starting again caused too much particulates pollution vs. the regulated 
norms.
It is always the "law of conservation of misery": for the benefit of some 
people with asthma, we kill a few pedestrians.
