Let a thousand flowers bloom. My impression of USPP is that it remains a
structure without much of a movement behind it, for whatever reason, while
the APP at this point is a highly enthusiastic movement which has yet to
develop a structure. While it might seem logical for them to fuse,
organizational mergers are easier said than done, and the APP is clearly
going for a 'broad' as opposed to 'narrow' strategy. Proof of the pudding is
in the eating; what works, works. Single issue may just be unsuited to the
US political system, rebranding can sell a similar product, and
contingencies of personality and chance are non-trivial.

If you're hoping to ever merge, a slightly more diplomatic attitude might be
an asset.
Merely a suggestion.
But collaboration to build the grounds of trust for a merge, or just to
support and cooperate when appropriate, seems better than taking the issue
as one of antagonism and competition. What a Buddhist would call 'skilful
means'.
APP may go nowhere, a burst of enthusiasm and shiny internet raptor-memes,
or continue. I'm still heartened to see the manifestations of Pirate
politics worldwide, whatever their diversity.
