I will try to answer all your questions one at the time:

1. Everyone can check the OpenSTV log file as published on the mailing
list, I think Andrew could also publish the ballot file so everybody
could verify for themselves with the help of a copy of OpenSTV.

2. You can look into the source-code of OpenSTV as it is open source,
for a link, check the log output. Andrew can provide you with the exact
version number used.

3. The paper ballots are in a sealed envelope in the hands of the newly
elected CAO Joachim Mönch.

I hope this answers all your questions. We did not make the ballots
available publicly because we believe that the handwriting (those are
write-in ballots after all) could be recognizable. If you insist anyway,
I think it will be possible for you to arrange something with the new CAO.
