Yep, because in modern Russia just about any law from traffic rules to 
sanitary requirements to tax rules can be (and systematically are) 
abused to harass persons, organizations and businesses, sometimes for 
political reasons and sometimes simply to extort money. So for some 
reason you pick an issue which is not in the least specific to copyright 
and start hammering on it instead of focusing on the many issues which 
_are_ specific to copyright (starting with a neighboring area which is 
on the PPRU agenda, namely that free licenses should be acknowledged and 
protected by laws).
