[pp.int.general] PPI's Consultation process and principles

Hello,

1) Creating a document that suits every Pirate Party in the world is
impossible. It would also restrict the political development of some parties
that want to extend the Pirate agenda. PPI shouldn't be top-down and dictate
a political agenda.

2) Pirate PartIES underlines the idead that the PPI is not a political party
in itself, but an organisation of all Pirate Parties. But I'm sure we can
handle this issue at the conference with a vote.
