[pp.int.general] EU block filter

As usual they are trying to think with offline methods for an online
mechanism. The main idea is Internet is the only place where kids CAN
protect themselves using software and proper education.  I am so sorry that
a Swedish politician things like a Soviet dictator "No website - no
problem", but the problem is more complex and WE must show them the
difference.
