It's not so simple. The Federal Election Commission (FEC) would just
either reject the party when it came to get the final registration, or
yank it if it already has it, ending things as a political party.
Alternatively, the IRS could yank the tax status, freezing the funds
(and thus the rest of the stuff) There's no need for a court case. Of
course, I'm no lawyer, and in the US party, dealing with this stuff is
the operations officer responsibility (that meant first Ray, then Glenn,
who still holds the post now) to deal with and understand this stuff.
Again, civil disobedience means breaking the law, which in the US
political parties can't do, or support. Sucks, but them's the rules that
have ot be abided by.
