[pp.int.general] Call for offers to host the next PPI conference

Ahoy, mateys!
I would like to offer Barcelona, but the deadline is too close for us: with
the Catalan Parliament elections are on November 28th, we won't be able to
make a proposal until 29th or 30th :p
Anyway, keep us updated!
