Radoslaw,
child porn is illegal in almost any country in the world. As such, most
child porn websites can be targetted by simply sending a letter/complaint
towards the host. There was a Dutch article recently on www.tweakers.net ,
which proved that hosts would take such sites down within a day.
That's at least as far as I know.
