Well for the satellite we will wait. But it is not as costly as it might
seem, Universities and Ham radios associations have launched
satellites(small ones) on mulipayload rockets (Arianne is one of them) it
depends on weight and size of the device.

About ships, nowadays it is difficult to find ships in Europe that are meant
to be scrapped, most of them goes to third worl countries. I know the
subject as the former family business in Belgium was recycling metals and we
had a plant where we used to scrap ships.

Anyway one of the reasons they increased the international waters in Holland
was to silence "Radio Veronica"  a ship anchored a few miles from Holland
coast and broadcasting in AM. Plus anyone that was giving support for the
ship from land could be prosecuted and anyone fron the ship team that would
come ashore arrested.

I guess you are thinking of a Broadcast FS system as a 2 way will be to
complicated.?
