    well, no. the idea with a flat rate is a very low fee that makes you not
    have to pay anything at all for all culture you could possibly want to
    have access to.

    culture might get less creative though.

The current system for "compensating" the "rights holders" does so
little to support most artists that any change can hardly reduce
the results.

However, if we distribute the funds from a flat rate in a way designed
to support the arts instead of "compensate the rights holders",
it might do a lot MORE good.
