It means it's been 'read out' twice into the congressional record.
Usually it's not actually physically read out, but motioned to skip and
accept as read.

It's the first step, where it's officially noted, and then moved to
committee. When (if) it comes out of committee, it will then go to a
senate vote, then it'll go to the house and do the same thing over there.

At no point is there any stakeholder consultations. That would be too
much like a democracy.
