i don't know what this means: "The bill was read twice and referred to
the Committee on the Judiciary last Monday; "

if it's been "read" twice, have stakeholders been able to have a say,
and if so is it possible to look up what they've been saying?

there are some similar propositions in the EU Stockholm programme from
last year, although i seem to recall the Commission wanted to be able to
block entire IP blocks.
