I would like to add a detail to my concept described earlier:

The moderator should be equipped with an cell phone for emergency calls 
- eg breakdown of the software/connection/whatever. Every remote 
deligate will be handed the international phone number of that phone, 
enabling to call during the conference if any technical difficulty 
occours which keeps the deligate from participating the way he is 
supposed to do so.
