[pp.int.general] Patent system similar to GPL?

    Has there been any attempt in designing a proposal for a "patent
    system(s)" similar to GPL or like.

Patent law is totally different from copyright law.
As far as I can see, nothing at all like copyleft
is possible with patent law.  This is because patent law
does not have the concept of "derivative".

The Open Innovation Network is a defensive patent pool -- not much
like copyleft.  To start an effective one, you need lots of patents.
