[pp.int.general] Conference offers

Just a clarification from the Czech Republic. We intended to propose a conference offer during the Brussels conference and during early Autumn 2010, however after the local elections people in regions were pretty exhausted and noone offered to host it. We also decided to start with smaller event (such as piratecon.cz), which require less formal approach.
