[pp.int.general] Copyright enforcement and Internet censorship law projects in Belgium

Is the non-government allowed to make laws? :-| that seems highly 
undemocratic given that the new government, had it been formed, would 
not have been constituted by (christian democrats+socialists nearlier?).
