And a responsible chair would have dealt with this issue, not ignored it.

(8) A Board member may resign at any moment. In case of vacancy a
substitute may be appointed by the Board until the next General
Assembly. If the position of both Co-Chairmen or the Chief
Administrative Officer is vacant, an extraordinary session of the
General Assembly has to be held within the next six (6) months.
Vacancies among other elected members of the Board shall be filled
for the remainder of the term still to be served by the resigning or
deceased holder of the seat by the runners-up in order of election, at
the election in which the resigning or deceased member was elected.
In the case you've stated, non-attendance could be construed as a
de-facto vacancy, and dealt with as provided in the statutes.
Alternatively, a public notification that because of frequent
non-attendance, he had 2 more meetings to start participation, or else
he would have been considered to have resigned. It would have dealt with
things openly (we like open) and clearly (I like things that are clear)
and I like it when problems are dealt with.
And frankly, you want the prestige of the position, you have to take the
greater responsibility. Not dealing with it, ignoring it and hoping it
goes away is not a management style that works. And how can I blame
other board members, or those that voted them in, when the board members
we have, including the leaders, are busy trying to pretend there's
nothing wrong at all? At the same discussion, Gregory ALSO spoke of how
Nicco hadn't been doing anything for month and months. When asked why he
hadn't said anything, he said

And yet if you look at the minutes, it says... nothing of the sort.
If you are the Boss, the 'buck stops with you'. If you then are
accountable to people (like the board is accountable to the GA) but you
'forget' to tell them, the buck still stops with them, because they've
failed to do their job. When the organisation is one about promoting
comunication, but the board can't/won't communicate to the GA ("the
supreme body of Pirate Parties International") You have a MASSIVE
problem (especially if some are using the job to 'make a shack look like
a castle', possibly to help with an election).
