    Yeah... that's what Obama thought too...

That's what he said he would do, but he was rather vague about the
details.  Maybe he never really cared.

The president of the US has considerable power if he wants to use it.
He cannot make laws by himself, but he can pressure congress and influence
elections to congress.

And there are things he can do unilaterally.  For instance, Obama
could have killed ACTA unilaterally.  He could have killed the Free
Exploitation Treaties with Colombia, Panama and South Korea
unilaterally.  He could have killed the Keystone XL planet-roaster
pipeline unilaterally.

He's on the wrong side on most issues, and it makes a big difference.
