[pp.int.general] PPI GA 2013 - Call for Hosts

Just a small remark: please hold it outside europe this time, since this
has already been promised for over 2 years. I think if no one has sent a
confirmation to be considering to host it from the pirate parties outside
europe, the board should contact pirate parties outside europe which are
known to be quite well developed, like argentina, Canada and possibly
brazil.
