When they say "intellectual property", do they mean "all the laws that
some people refer to by that term"?  Or do they really mean just Copyright?

If they mean all those laws, they are implicitly inviting people to
make simplistic blanket recommendations to treat all those laws alike.
No matter what the recommendation is, it won't be good for ALL of
those laws, so the consultation is a recipe for bad answers.
