Yes, there are these problems. Therefore: always collect more than you
need! Also if you want to sign the petition, make sure you give an address
that can be verified ;)

The bigger problem is when people are put on the list that did not sign.
Here the ECI provides mostly sanctions to avoid that - so if you get caught
putting people on the list or forging signatures, the penalties are quite
severe (determined by the member states).
