Probably not. For most people it's also not a problem, the big majority of
people life where they are registered. For the other people the organizers
must make sure to tell people when they sign, that for verification it is
important to give the address you live.

But again: yes, there will be signatures that can't be verified! Always
collect more, don't stop at 1 Million ;)
