Hi Scott!

IMHO, it supersedes the dormant list. As ACTA itself is prepared an
being signed - working against its content would be a no go this time.
Other actions will have to be taken to inform/influence a) elected
politician and b) inform the people and the press. So superseding ought
to be the best option.
